Bio: I am a political scientist and public policy analyst specialized in public procurement. I have more than 15 years of experience in public procurement, specially in projects executed by EU, World Bank and national agencies in Europe. I have done institutional and political evaluation of procurement contexts and audit and analysis of rules, procedures and processes in procurement. I have also trained public procurers and experts in procurements involved in the implementation of relevant projects related to EU funds management in Turkey. In the last years I have enhanced the practiced of sustainable public procurement for electronic registers in Bulgaria (including IT procurement) and I am the resource for procurement training and capacity building for the different donors procurement rules. My lasts publications were at the following topics: progress reports (section of procurement legislation) for the Western Balkans in November 2012. As Manager of the Registry Agency in Bulgaria I have reviewed almost BGN 10 Million in procurement of goods, services, works and contract services since 2010, as head of Unit at the Ministry of Justice responsible for IT projects - almost EURO 90 millions, and as a Irregularity Officer in ISPA program - reviewed about EURO 300 millions in projects for irregularities and fraud in procurement practices.
